Circular punch on Mercury dime?

Has anyone seen a circular punch on a mercury dime before? Wondering if this is a mint error or a post-mint impression

Rusty, it is nearly impossible for a mint error to cause a circular punch. This is probably damage caused by an impact from a blunt force object.
