The flames were printed but this is just normal wear..after years of circulation coins become worn down and hard to see that's why finding old coins that look new is really good. In coin collecting condition of the coin is everything. The less beat up and scratched, discolored or damaged, the better, you could find a double die but if it's in poor shape it still won't bring you the same premium as one that has nice eye appeal.
